In short, Instagram is a photo sharing/editing app that allows users to share pictures of the world around them. Stemming from this idea, Cinemagram provides the same abilities with one added feature; motion.
Cinemagram is an app that allows you to make an animated gif image. The cool thing is that you are able to choose which part of the image that you want to see in motion.
